Preheat oven to 375°F. Grease the baking dish. Dice the bell pepper, onion, and garlic.
Cook the pasta al dente, 2 minutes less than package instructions. Drain and set aside.
In a skillet, brown the sausage over medium heat. Drain excess grease.
Sauté onion, bell pepper, and garlic in olive oil until softened.
Add marinara sauce and Italian herbs to skillet. Stir in browned sausage. Simmer for a few minutes.
In a large mixing bowl, combine the cooked pasta, sausage-sauce mixture, ricotta, and half of the mozzarella.
Spread mixture into baking dish. Top with remaining mozzarella and Parmesan. Cover with foil.
Bake for 25 minutes. Remove foil and bake another 15 minutes until cheese is golden.
Let rest for 5 minutes before serving.
