Wash/quarter potatoes; slice sausage; dice pepper/onion; mince garlic; shred cheese; set seasonings.
Heat skillet over medium-high 5 minutes.
Add olive oil + 2 tablespoon butter; melt completely.
Add potatoes in single layer; season with salt, pepper, paprika, garlic & onion powder.
Cook 12–15 min, stirring every ~4 min until golden and fork-tender.
Push potatoes to sides; add remaining 1 tablespoon butter to center.
Sauté sliced sausage 3–4 min until edges brown.
Add peppers & onions; toss all together 5–7 min; add garlic for last 1 min.
Reduce heat to low; sprinkle cheddar evenly.
Cover 2–3 min until cheese melts and bubbles.
Remove from heat; garnish parsley; rest 2 minutes.
Scoop and serve hot.
